Non-Institutionalized Medicaid Programs for Persons Who are Elderly/Disabled

This is an overview of the Medicaid-funded programs available to non-institutionalized elderly and disabled Texans. The term “non-institutionalized” refers to persons who do not reside in a nursing home, intermediate care facility for the mentally retarded (“ICF-MR facility,” including state schools), or institution for mental diseases (state hospitals). Some of the programs discussed provide the full scope of Medicaid coverage (e.g., prescription drugs, inpatient/outpatient hospital services, physician services, etc). Others are limited-scope Medicaid programs, which pay only for specific services and do not offer the full range of Medicaid benefits. Federal law mandates some of these programs but designates others as a state option.
